Emergencies
When temperatures are mild, the lives of the homeless, although difficult, are bearable. When the weather is bad it can become difficult to survive. Often when reading the newspaper or listening to the news we learn of the death of an individual due to extremely cold temperatures.
Public agencies and volunteer groups prepare emergency plans during the winter, opening shelters and distributing blankets, sleeping bags and hot drinks.
Street workers check on the homeless in areas where they are most frequently found, particularly railroad stations. Each national railroad company participating in the European Charter for the development of socially responsible activity in the stations develops its own collaborative plan, including making emergency facilities available.
